The I-70 over Havana Street Bridge Replacement project consisted of reconstructing the existing I-70 bridge over Havana Street, as well as the construction of a new bridge over a Union Pacific Railroad spur line. The project also included deck repair work on the nearby Peoria Bridge and an asphalt mill and overlay of approximately two miles of Interstate 70.


Quality Management Plan

Kleinfelder’s construction services team was engaged to implement the project’s construction quality management plan (CQMP), which established construction and documentation procedures. These procedures demonstrated to the project’s owner, the Colorado Department of Transportation (CDOT), that construction complied with contractual requirements.

Quality Assurance

Kleinfelder provided quality assurance services during construction in accordance with the CQMP and CDOT requirements. Field services included inspection and materials testing of all constructed elements. In addition, Kleinfelder maintained the project quality documentation and was responsible for project closeout with CDOT.

Program Verification

The quality program was assessed by CDOT throughout the project life through its owner verification program, which audits the implementation of the CQMP and conducts a side-by-side materials testing program.

Project Results

The I-70 over Havana Street Bridge Replacement project was delivered as a design-build project in Colorado Department of Transportation’s Region 1. Kleinfelder played a unique role at the time by being contracted directly with the project’s general contractor, but still able to provide independent verification of project construction in a way that met CDOT and FHWA requirements.
