Supporting Abandoned Mine Land Reclamation and Drainage Remediation from Coast to Coast
Kleinfelder’s Abandoned Mine Reclamation and Remediation program helps communities transform legacy mine lands and waters into safer, more resilient assets through innovative engineering and design, environmental restoration, and stakeholder-focused solutions. Drawing on multidisciplinary expertise in abandoned mine land mitigation, civil engineering, watershed restoration, and economic redevelopment, our teams deliver comprehensive services from assessment and planning through design, construction support, and long-term stewardship. Kleinfelder has successfully supported abandoned mine reclamation projects across the United States, addressing challenges such as subsidence, water quality impacts, slope instability, and community safety concerns. By combining technical excellence with strong partnerships among agencies, landowners, and local stakeholders, we help create lasting environmental, economic, and community benefits.

The AMDTreat software (version 6.1) was recently released in 2026 with many enhancements. A basic understanding of the software capabilities including sizing, evaluating predicted outfall water quality, and cost estimating the construction and operations and maintenance of passive and active treatment systems is critical for its use during a time with increased AML funding that allows state agencies to address AMD issues that were previously not possible. Currently no formal training exists for the software from OSMRE, but resources exist to assist state personnel with the use of the AMDTreat software and how it can serve as a useful tool for evaluating AMD treatment options. New tools available on the latest version make the software extremely powerful and useful to understand and apply AMD treatment technologies. A brief example will be provided on the use of the AMDTreat software including the PHREEQ-N-AMDTreat geochemical modeling tool.
The Bipartisan Infrastructure Law (BIL), officially the Infrastructure Investment and Jobs Act (IIJA), provided unprecedented funding for multiple Abandoned Mine Lands Programs. Effective project and construction management success depends not only on delivering the projects within scope, time, and budget, but also the effectiveness of the reclamation. Determining the end objective helps identify the details that tend to get lost in the shuffle through design and pre-construction process. Essentially, we want to isolate the design critical bottlenecks to mitigate each problematic issue backwards. By understanding the buildability down to every minute detail helps slow down the noise of construction, limits unnecessary change orders, and increases overall production. Essentially, self-imposed auditing is the keynote to both justifying the money while understanding the responsibility that comes with it. How do we independently audit ourselves? How do we take the pictures to accurately tell the story? How do we direct the expectation?
Navigating Project Challenges: West Fork Rail Trail Landslide
A newly released video from the West Virginia Department of Environmental Protection (WVDEP) highlights the West Fork #9 Abandoned Mine Land Reclamation Project and Kleinfelder’s role in restoring and protecting the West Fork River Watershed. The video features Kleinfelder Project Manager Dan Skaggs and showcases reclamation work at the Shinnston, West Virginia site, one of seven projects under the company’s design contract with the State’s Abandoned Mine Land Program.
During the design phase, water pressure from an abandoned mine caused a surface breakthrough that damaged a nearby rail trail and created public safety risks. In response, WVDEP accelerated the project schedule. Through close collaboration among Kleinfelder, WVDEP, local officials, property owners, and stakeholders, the project is now expected to be completed about four months ahead of schedule.
