From 2011 to 2019, MaineDOT engaged Kleinfelder to provide strategic direction and undertake Section 106 and Section 4(f) compliance for its Sarah Mildred Long Bridge project. The National Register-eligible bridge, built in 1940, spanned between Kittery, Maine, and Portsmouth, New Hampshire. The area is home to National Historic Landmarks, National Register-listed sites, and several National Register-eligible sites and historic districts.

Significant Level of Evaluation

The first challenge was the project change from rehabilitation to replacement after compliance had begun. The large, bi-state project area is composed of a wide variety of historical resources, ranging in age from the 17th century to the 20th century and in use from residential and commercial to transportation, all of which required a significant level of evaluation. In addition, there was a heightened awareness of the project at the local, state, and national levels.

A Long-Term Strategy

In order to streamline consultation, Kleinfelder adopted a research strategy that anticipated where additional information on certain historical resources could be requested from the NH state historic preservation office. Furthermore, we provided MaineDOT and the Maine Division of the Federal Highway Administration strategic direction for consulting party meetings. Kleinfelder’s comprehensive documentation proved beneficial as the project progressed and included mitigation measures that detailed the significance of the Sarah Mildred Long Bridge and its role in the area’s development.

Project Results

MaineDOT received significant documentation related to Section 106 and Section 4(f) compliance. Kleinfelder provided the department with well-researched and thoughtful determinations of eligibility and effect, as well as full Section 4(f) documentation. Our work contributed to the maintenance of the project’s schedule, which was imperative for MaineDOT to meet long-term goals and deadlines.
