Looking to further expand its manufacturing capabilities in the North Carolina region, Amrep, a subsidy of Wastequip, chose a site adjacent to its existing operation in Salisbury, Rowan County. As a ground-up project, Kleinfelder provided a variety of engineering consulting services from initial site planning through final permitting.


Ground-Up Design and Construction Challenges

Designing and building a new manufacturing facility poses a variety of challenges that require innovative, sustainable, and community-focused solutions. This site included three easements that limited the buildable area: a 30-foot sanitary sewer easement, a 45-foot drainage easement, and a 20-foot utility easement. The site also contained streams and wetlands that restricted entry and exit points along with usable acreage. Additionally, it was topographically challenging to design an 80,000-square-foot flat pad, and adjacent concrete operational pads that needed to be nearly flat. Erosion and sediment control plans at the project site contended with mass grading operations and concentrated drainage ways adjacent to registered high quality waters.

Kleinfelder provided holistic solution for the new facility, including:

  • Permitting and Regulatory Compliance: Navigating local and state requirements to keep the project on track
  • Construction Administration: Providing on-the-ground support for quality, safety, and timely delivery

Project Results

Kleinfelder worked closely with the owner’s operators to understand the specific manufacturing processes and needs at the site in order to design the layout and grading to accommodate production lines. With an expected operational date in early 2026, the new 80,000-square-foot facility will add 170 new jobs and serve as a key distribution hub for customers across the East Coast and Midwest.
