The Village of New London, Ohio, took a proactive approach to lead service line remediation by choosing to investigate and replace lines on the public side and consumer side of the water meter beginning in 2018. Using historical information, Kleinfelder further verified those locations potentially containing lead materials, and prepared maps to assist bidders for the construction phase of the project.


Updated Lead Service Line Inventory

New London had completed an initial lead service line inventory and tasked Kleinfelder with verifying the data. Using historical records and construction documents, Kleinfelder updated the inventory records. The Village also supplied a field investigation team to perform on-site work. Through these combined efforts, the number of potential lead service lines in the inventory was decreased by 40%.

Grant Funding Assistance

Kleinfelder assisted the Village in researching and obtaining a grant to pay for the replacement of the remaining lead service lines in the distribution system. Ohio’s Water Supply Revolving Loan Account (WSRLA) provides financial assistance for the planning, design, and construction of improvements to community water systems and non-profit non-community public water systems. The program is jointly managed by Ohio’s Division of Environmental and Financial Assistance (DEFA) and Ohio EPA’s Division of Drinking and Ground Waters. Through careful planning, the Village received a grant to fund approximately $320,000 in remediation efforts.

As-Built Documents and Future Plans

To assist construction firms with preparing accurate bids, Kleinfelder provided the updated data as well as updated maps indicating known aspects of the work. Quantities of types of works were also provided to bidders.

As-built documents provided to the Village will assist in future applications for funding and rounds of remediation efforts.

Project Results

By proactively identifying the need to complete lead service line remediation, the Village of New London and Kleinfelder were able to update the existing inventory and successfully secure $320,000 in grant funding for remediation efforts. The updated inventory and as-built documents will support future rounds of grant funding and remediation.
