Most federal project teams spend significant time planning scope, schedule, budget, and staffing. Those are all important. But some of the issues most likely to affect project performance in the Pacific have very little to do with the technical work itself.
Projects are often affected by factors that are easy to underestimate during planning: permitting and regulatory requirements, workforce availability, installation access, logistics, weather, stakeholder coordination, and the realities of operating in remote or resource-constrained environments.
Anyone who has supported federal projects in Guam or elsewhere across the Pacific has likely seen a variation of the same story. A project appears ready to mobilize, only to encounter challenges related to staffing, shipping, approvals, site conditions, utility conflicts, or stakeholder coordination that were not fully understood during planning.
Rarely does a single issue create a major project problem. More often, it is the cumulative effect of several issues occurring at the same time.
The most successful project teams recognize that understanding the operating environment is just as important as understanding the technical requirements of the contract.
The question is not simply, Are we ready to start? A better question is, Do we fully understand the environment we’re about to work in?
Before mobilization, there are six questions every project team should be able to answer.
1. Are We Prepared to Operate Within the Legal, Regulatory, and Governance Environment?
Understanding the contract is only part of the equation. Teams need to understand how decisions are made, approvals are obtained, and how work moves forward in the project location.
Being prepared includes understanding federal regulations, installation requirements, permitting, labor compliance, environmental obligations, contractor licensing, business registration requirements, security procedures, and other jurisdiction-specific requirements that can affect mobilization and project execution.
In many Pacific locations, understanding who has authority can be just as important as understanding the technical scope. Coordination may involve federal agencies, military installations, territorial governments, utility providers, permitting agencies, cultural resource offices, and community stakeholders.
Projects may be ready to begin technically but delayed by approvals, permitting requirements, installation access procedures, licensing requirements, labor regulations, or other administrative considerations that were not fully understood during planning.
In Guam, for example, applying early for base access with your federal sponsor is key. There are now three installations on island to navigate: Naval Base Guam, Andersen Air Force Base, and the newly activated Marine Corps Base Camp Blaz, which now has its own process. Kleinfelder has successfully navigated these processes for hundreds of projects leading to successful entry on day one and smooth project kick-off.
For projects outside the continental United States, additional considerations may include host-nation requirements, SOFA considerations, customs processes, workforce authorization requirements, and other location-specific regulations.
Key Question: Have we identified all legal, regulatory, contractual, and governance requirements that could affect project execution?
2. Do We Have the Workforce, Partnerships, and Resources to Execute?
Workforce constraints are often one of the first issues to affect project performance in the Pacific and one of the hardest to solve once a project is underway. A project can be completely funded, technically sound, and fully designed yet still encounter challenges if the right people cannot be mobilized at the right time.
Project teams should evaluate workforce availability, specialized trades, housing, transportation, local subcontractor capacity, laboratory support, equipment availability, supplier relationships, and contingency staffing plans.
In many Pacific markets, organizations compete for the same pool of skilled labor, housing, transportation, and on-island resources. During periods of increased military construction, infrastructure investment, or disaster recovery activity, those pressures become even more pronounced. In some remote locations, for example, teams are ready to go at mobilization but lack the long-term plan to sustain that capability through project completion.
In our support of projects on multiple islands in the region, Kleinfelder has cultivated and developed a local workforce that understands the local environment and available resources. For example, during the construction of Camp Blaz, Kleinfelder was uniquely positioned to bring both local staff and off-island support to quickly scale up during a global pandemic.
Key Question: Do we have the workforce, partnerships, and resources necessary to execute the work and sustain performance throughout the life of the project?
3. Have We Planned for the Realities of the Operating Environment?
The operating environment will affect project execution whether a team accounts for it or not. Pacific projects typically involve remote locations, difficult site access, steep terrain, dense vegetation, coastal environments, active military installations, severe weather, corrosive marine conditions, and limited local infrastructure.
Logistics concerns have a significant impact on mobilization and project schedule. Equipment, materials, replacement parts, and specialized resources may require weeks or months to reach a project site.
For example, the project schedule for Wake Island is highly dependent on the availability of military flights. When earlier projects experienced a one-month delay to fieldwork initiation due to this limited availability, Kleinfelder adapted processes and stakeholder engagement to eliminate costly schedule delays.
Teams should also evaluate how work will be performed within active operational environments where access restrictions, security requirements, operational schedules, and continuity-of-operations considerations influence execution.
The environment is not simply where the work happens—it is one of the factors that shapes how the work gets done.
Key Question: Have we realistically evaluated the physical, operational, and logistical conditions that could affect execution, safety, schedule, and long-term performance?
4. Do We Understand the Community and Stakeholders?
Projects do not occur in isolation. They occur within communities and among stakeholders who may influence, support, approve, regulate, operate, or be affected by the work.
In the Pacific, understanding the stakeholder landscape is often as important as understanding the technical scope. Stakeholders often include installation leadership, tenant commands, public works departments, utility providers, regulators, territorial governments, community organizations, cultural resource professionals, neighboring property owners, and local residents.
Understanding the local context requires more than reviewing plans and specifications. Project teams that include people who live and work in the community, along with professionals who have long-standing regional experience, often recognize stakeholder, cultural, and operational considerations that may not be apparent from project documents alone. Those insights can help identify risks early and improve project coordination.
In many cases, concerns related to access, operations, cultural resources, environmental impacts, utilities, or community expectations are easier to address during planning than after mobilization. On a field project in Yap, our staff’s direct connection to the community helped the field team appropriately engage with local landowners to ensure local customs were followed while executing our scope within schedule.
Understanding the community is not separate from project execution. In many cases, it is part of project execution.
Key Question: Do we understand the stakeholders, community considerations, and local context that could influence project success?
5. Have We Identified Risks Before They Become Issues?
Island work carries many characteristic risks that are well-documented: workforce and housing shortages, long procurement timelines, shipping disruptions, permitting delays, utility conflicts, severe weather, environmental discoveries, stakeholder coordination challenges, and changing operational requirements, to name but a few.
The real challenge is that these inherent risks rarely occur in isolation. Individually, each issue may be manageable. Together, they can create significant schedule and budget pressure.
The best project teams recognize potential challenges early and prepare accordingly. The goal is to identify those risks most likely to affect project performance and prepare realistic response strategies before they become issues in the field.
For example, preparing for the weather in the Western Pacific is an ever-present challenge, particularly for work conducted fully outdoors. During archaeological support for the construction of Marine Corps Base Camp Blaz, Kleinfelder field teams faced weather challenges every day. Extra planning and preparation included building rain canopies to continue working during torrential downpours.
Key Question: Have we identified the risks most likely to affect cost, schedule, safety, quality, and mission performance, and do we have realistic plans to address them?
6. Are We Ready to Support the Mission Under Real Conditions?
For federal agencies, project success is often measured by more than scope, schedule, and budget. Projects must be executed while maintaining ongoing operations, supporting readiness objectives, minimizing disruption, and adapting to changing conditions.
In many Pacific locations, readiness extends beyond project execution. Teams may be required to work in remote or austere environments with limited local support, constrained supply chains, and rapidly changing operational requirements.
The question is not whether a team can mobilize. The question is whether it can sustain performance, adapt as circumstances change, and continue supporting the mission when things do not go exactly as planned.
On project work in Angaur, Palau, teams routinely faced limited supply runs, transportation constraints, and evolving site realities. Drawing on experience from similar remote locations and a strong understanding of the local operating environment, our team was able to quickly assess impacts, implement contingency measures, and adjust project activities to keep work moving forward.
Key Question: Are we prepared to support the client’s mission under actual operating conditions—not just planned conditions?
The Bottom Line
Technical expertise, strong project controls, and experienced personnel are all important. But on Pacific projects, those strengths alone do not guarantee successful execution.
Project performance is often influenced by factors that extend beyond the scope of work itself: regulatory requirements, workforce availability, logistics, operating conditions, stakeholder considerations, and mission priorities.
Teams that consistently perform well recognize that understanding the operating environment is just as important as understanding the technical requirements of the contract.
The question is not simply: Are we ready to start?
The better question is: Do we fully understand where we’re working, who we’re working with, and what it will take to succeed once we get there?
