DelDOT is responsible for maintaining and overseeing a diverse portfolio of railroad assets, requiring accurate inventories, timely condition assessments, coordinated maintenance activities, and transparent reporting. To meet these needs, DelDOT engaged Kleinfelder to modernize its approach through centralized systems, mobile technologies, and integrated construction management workflows. DelDOT required a scalable, enterprise-level solution that could support field and office staff, enable near real-time data sharing, improve federal reporting, and provide a single, reliable source of truth for decision-making across multiple agency departments, including traffic, planning, and emergency operations.

Comprehensive, Data-Driven Web Portal Solution

Kleinfelder designed, developed, and deployed a comprehensive, data-driven solution. Key components included:

• Asset Inventory and Assessments: Enterprise database paired with mobile data collection tools and a web-based portal for viewing, filtering, and analyzing asset data, including crossing surfaces, warning devices, signage, rail equipment, and pedestrian amenities
• Crossing Maintenance: Ticket-based maintenance tracking system that logs field-observed and externally reported deficiencies, supporting both urgent dispatch actions and longer-term project planning
• Construction Management: Digital tools that allow staff to complete inspector daily reports (IDRs) on tablet devices, capturing photos, narratives, equipment usage, and material quantities. Data syncs in near real time, accessible to DelDOT staff through the web portal
• Technology Platform: Modern cloud-based architecture leveraging a suite of development technologies

Project Results

The railroad program management system has inventoried and assessed more than 20,000 rail-related assets, documented over 3,000 maintenance issues, and captured nearly 15,000 hours of active construction. The centralized, statewide platform solution enhances operational efficiency, supports regulatory and federal reporting, and enables data-informed decision-making.
