City of Coronado, Kleinfelder Receive ACEC CA Engineering Excellence Award

SAN DIEGO, California – The American Council of Engineering Companies (ACEC) of California recognized the City of Coronado and Kleinfelder with an Engineering Excellence Merit Award for the Naval Base Coronado Coastal Campus (NBCCC) Sewer Force Main Project.

As the lead designer, Kleinfelder provided wastewater conveyance pipeline design, geotechnical engineering, environmental permitting, materials testing, and construction management services for this accelerated wastewater force main installation project, including modifications to two pump stations.

The City of Coronado plans to construct a recycled water treatment plant, which will capture wastewater and provide recycled water to local users. The new NBCCC wastewater collection system will serve as a major source of water for the recycled water treatment plant.

As part of the project, the City needed three miles of 8-inch diameter High Density Polyethylene (HDPE) force main and modifications at two wastewater pump stations to provide odor control and connection to convey sewage from the new $1 billion NBCCC to the City of Coronado collection system.

This pipeline was constructed in an environmentally sensitive area, crossed major roadways, and completed in a very condensed timeframe with multiple involved stakeholders. As such, Kleinfelder worked closely with multiple stakeholders and regulatory agencies, including the City of Coronado, the U.S. Naval Base Coronado Public Works Department, Caltrans, State Parks, the Navy, local residents, and California Coastal Commission.

The proximity to sensitive areas made the selection of pipeline alignment a crucial part of the design process. Kleinfelder developed a total of 10 preliminary pipeline alignment and installation alternatives and presented these alternatives through a series of design workshops – a process that allowed Kleinfelder to provide a design solution that met all stakeholder requirements and expedited the construction process. The advanced pipeline installation techniques implemented by Kleinfelder’s trenchless technology experts helped keep the project on schedule and mitigated impacts to vulnerable lands, as well as pedestrian, vehicular, and significant cyclist traffic in the project vicinity. Additionally, Kleinfelder’s construction managers and materials testing technicians provided close construction oversight to ensure quality was maintained despite the expedited schedule.

Kleinfelder’s design team remained engaged throughout construction, proactively mitigating potential issues that could have impacted the schedule. The entire project was designed, approved, and constructed within an 18-month timeframe to meet the required schedule for the City and Navy.
