
Leadership Changes Position Kleinfelder’s Delaware Area for Continued Success
Kleinfelder’s Delaware Area is entering an exciting new chapter as several leadership transitions take effect in late 2025. After more than 38 years with the company, Scott Rathfon, current Delaware Area Manager, will enter retirement in early 2026. Rathfon joined Kleinfelder through the acquisition of Century Engineering, which he started work in 1987, and has served in core leadership roles for more than 25 years. His guidance, technical experience, and long-standing client relationships have been instrumental to the growth and success of the Delaware operation.
With Rathfon’s retirement, Brian Kisner has been promoted to Delaware Area Manager, bringing with him more than 26 years of experience with the Delaware team and key contributions to the Area’s success through his work as a Senior Program Manager. Kisner has led multidisciplinary teams on a wide range of projects across the region and offers extensive experience in program and project management, financial oversight, business development, and client relations. His results-oriented approach has helped expand client partnerships, drive growth, and deliver solutions that consistently reflect Kleinfelder’s standards of quality and innovation. Kisner’s deep understanding of local clients and operations positions him well to guide the Delaware team to future success.
Kisner commented, “I am grateful to Scott for the leadership and mentorship he has provided over many years. He has always encouraged excellence, integrity, and a people-first culture, which I look forward to continuing in this new role. The future of the Delaware Area is very bright!”
Supporting this leadership shift, Tim Bayes has been promoted to Senior Program Manager and will oversee Construction Management and Construction Inspection (CMCI) services for major clients, including the Delaware Department of Transportation. Bayes, a 23-year Air Force Veteran, will also advance new business pursuits with the U.S. Air Force, collaborating with the Dover Air Force Base contracting office to identify project opportunities. Beyond his client work, Bayes remains active in the community, serving on the boards of the Central Delaware Chamber of Commerce and the American Society of Highway Engineers (ASHE).
Commenting on the Delaware Area’s future, Rathfon said, “It is an honor to work alongside such talented individuals, and I am happy Brian will continue the legacy of quality engineering in Delaware. I am confident both Brian and Tim will provide leadership to our great team, and deliver successful projects to our clients and communities for many years.”
