
Kleinfelder and Stacy Witbeck Team Kick Off Progressive Design-Build Rail Crossing Upgrade in Washougal, Washington
Kleinfelder, in partnership with Stacy Witbeck, has officially kicked off the progressive design-build 32nd Street Rail Crossing Project in Washougal, Washington. The early stages of the project include field work such as geotechnical borings, site surveys, and utility locates. This initial work provides the framework for a project that is intended to improve rail and roadway safety, enhance traffic flow, and provide options for walking and biking in the community.
The full project scope encompasses a separated grade rail crossing, lowering the street to go under the freight rail tracks, rail authority negotiations, construction permitting, roadway improvements, multi-modal path design, and utility relocations. The project will set the stage for a future third railroad track, supporting the potential for economic growth and opportunity in the region. On average, 5,700 vehicles and 32 trains use and cross the tracks at 32nd Street daily, contributing to traffic congestion and safety risks. When construction is complete, a quarter mile of roadway and adjacent intersections will be transformed into a signature community connection. Through the elimination of the rail crossing, separating vehicle and pedestrian traffic from rail traffic, the project hopes to improve safety and reduce traffic delays. Additional benefits the project aims to accomplish include unimpeded emergency vehicle access, increased stormwater management capacity, and a reduction in vehicle emissions due to idling.
Serving as lead designer, Kleinfelder will perform geotechnical, structural, and traffic engineering services along with roadway design. Stacy Witbeck will serve in the contractor role for the project and will perform project management activities.

The U.S. Department of Transportation’s Railroad Crossing Elimination program funded a $40 million grant in support of this project. The construction phase of the project is expected to begin in early 2027 and conclude in 2029.
