SAN DIEGO, California (June 13, 2024) – Kleinfelder Senior Client Account Manager Vic Bianes, PE, has been honored with the 2024 Lifetime Achievement Award from the American Public Works Association (APWA) San Diego & Imperial Counties Chapter. The award was presented at the chapter’s Annual Awards Program in San Diego on June 13, 2024.
The Lifetime Achievement Award recognizes Vic for his outstanding career achievements, highlights his contributions to the advancement of public works infrastructure, and recognizes his leadership within APWA and his significant impacts on the industry.
With 39 years of experience, Vic Bianes has been pivotal in the development and maintenance of San Diego’s water, wastewater, and transportation infrastructure. As a Senior Client Account Manager and Engineer for Kleinfelder, he has effectively understood the needs of public works entities and led technical teams to deliver high-quality solutions that enhance the community’s access to essential services through the development of accessible, reliable, and sustainable infrastructure systems.
Prior to his tenure at Kleinfelder, Vic served as the City of San Diego Director of Public Utilities, ensuring reliable water, wastewater, and treatment services to over 1.3 million residents. He also held the position of Assistant Director for the City of San Diego Transportation and Storm Water Department, where he played a key role in improving streets, sidewalks, traffic flow, and stormwater management. Additionally, Vic’s work at the San Diego County Water Authority was critical to the execution of a $3.6 billion Capital Improvement Program.
Vic has been highly active in the APWA San Diego and Imperial Counties Chapter, as well as at the national level. Locally, he has contributed to committees such as the Internship, Scholarship, and Public Works Institute, while also holding executive positions including President and Vice President. His dedication was recognized in 2017 with the Harry S. Swearingen Award for outstanding chapter service. Nationally, Vic is serving on the APWA National Board and the Foundation Board and is an instructor for the Emerging Leaders Academy. His leadership roles extend to numerous national committees, including Utilities and Public Rights-of-Way, Fleet Management, Professional Development, Diversity, Equity & Inclusion, and Workforce Development. His passion and extensive involvement in APWA have significantly enhanced the services offered to members, promoted educational initiatives, and advocated for public works.
