Frederick Avenue Slope Repair Receives Maryland Quality Initiative Award of Excellence

Baltimore, MD (February 2, 2023) – Century Engineering, A Kleinfelder Company was recognized at this year’s Maryland Quality Initiative (MdQI) Conference with an Award of Excellence for projects under $5 million. The project, Frederick Avenue Slope Repair, resulted from an emergency response to flooding in Baltimore, Maryland, and involved project partners Baltimore City Department of Transportation and P. Flanigan and Sons, Inc. The project utilized approximately 80% federal funding as the result of an emergency.

While not located in an area historically known for flooding, the project site experienced torrential rain in May 2018. This caused more than one mile of damage along Frederick Road, including up to seven feet of flooding, property damage, destroyed cars, and significant power outages. Subsequently, landslides took place on the adjacent unstable steep hillsides and overtook the sidewalks and roadways. Due to the emergent nature of the damages, Baltimore City Department of Transportation was able to use an on-call contractor – P. Flanigan and Sons, Inc. – to quickly address the situation. Flanigan and Sons worked closely with Century-Kleinfelder as the engineering partner for the project.

Repair and stabilization of the slope included a soil nail wall approximately 305 feet in length with a maximum height of 23.5 feet. The wall included 165 permanent soil anchors, 1,829 cubic feet of pneumatically applied mortar, eight proof tests, four verification tests, and two supporting end walls. During the bid phase, various firm and personnel qualifications and performance-based specifications satisfied the needs of construction excellence in a low-bid environment. Additional work during the project included roadway repaving, storm drain upgrades, construction of curb/gutter and ADA-compliant sidewalks, temporary utility relocation and de-energization, pedestrian and vehicular maintenance-of-traffic, and landscape design.

Success of the project was largely dependent on a team approach with all project partners working together. The project team completed its mission to reestablish and improve the roadway corridor for the public, while delivering the project under budget and on schedule.
