Neil Kulikauskas Presents at CWWA Workshop

On June 21, 2022, Kleinfelder Sr. Program Manager Neil Kulikauskas presented at the Connecticut Water Works Association (CWWA) Compliance Assistance Workshop, which Kleinfelder sponsored. The half day workshop was attended by representatives from public utilities, state and local government agencies, and industry consultants. Designed to provide assistance with new laws and regulations, the workshop featured presentations on water infrastructure funding, new laws affecting water companies, and topics related to bacteria, lead and copper, and PFAS.

Neil’s presentation, titled “At Your Service: Lead & Copper Rule Revisions (LCRR) Service Line Inventory and Replacement Strategies and Case Studies,” focused on the major changes and challenges of the LCRR and discussed different methodologies and strategies for lead service line (LSL) inventory, from field inspections to the use of data science, along with regulatory agencies’ stance on acceptable methods.

“For the communities they serve, drinking water utilities are examining ways to best address lead service line inventories and replacements along with critically important public outreach messaging,” he said. “Since this is not a one-size-fits-all approach, I was pleased to be able to present various strategies and project case studies that provided our clients with the right solutions.”

Contrasting case studies that illustrate inventory and replacement approaches in San Diego, CA, New London, OH, and Somerville, MA, were also presented. The projects highlighted inventory and construction services, funding opportunities, and the importance of customer education and outreach.
