Kirk Westphal Joins Kleinfelder as a Senior Principal Professional.

CAMBRIDGE, Massachusetts—Kleinfelder is pleased to announce the addition of Kirk Westphal, P.E., to the East Division as a Senior Principal Professional on our Massachusetts Water Team.

Kirk has over 25 years of experience as an engineer and water resource planner. He has directed projects across the U.S. and abroad involving water supply planning, integrated resource planning (IRP), statewide and regional water planning, climate change adaptation, water and energy, reservoir optimization, water quality, flood mitigation, and risk-based drought management.

Kirk is accomplished in leading interdisciplinary teams and stakeholders through complex resource management decisions. He recently worked with state and city agencies and Native American tribal councils to develop a water agreement that was approved by the U.S. Congress and signed into law. He has also led stakeholders and state committees through the process of drafting water policy to guide legislative decisions on balancing consumptive and non-consumptive water uses, climate change adaptation, and matching water quality to intended use.

Kirk joins Kleinfelder to focus on advancing our growing practice in Water Resource and Integrated Planning during one of the most complex regulatory eras in recent memory.  Tom Ritchie, Kleinfelder’s Massachusetts Area Manager, remarked upon Kirk’s experience as someone who “has successfully navigated challenging policy and complex technical hurdles to achieve outstanding results for his clients.  We are excited to have Kirk join our team.”

Kirk holds a Master of Science in Civil and Environmental Engineering from Tufts University, a Bachelor of Science in Aerospace Engineering from Boston University, and is a Registered Professional Engineer in the state of Massachusetts. He regularly publishes papers related to water resources and planning, winning national awards for technical papers on progressive water management techniques. Kirk also gives frequent guest lectures on Integrated Planning at New England universities.
