The Annenberg Public Policy Center at the University of Pennsylvania is one of the premier communication and public policy centers in the U.S. Kleinfelder played an important role in the facility’s construction, providing a materials management plan to fulfill and enhance its design intent.


Long-Term Infrastructure Improvements

Before the innovative four-story glass signature building could take shape above ground, a complex underground design and construction program was needed to locate as much of the campus service infrastructure as possible, below grade and out of sight. Project priorities included consolidating services previously provided to individual buildings, resolving street-level conflicts between pedestrians and service vehicles, upgrading utility services, and maintaining open and green space.

Innovative Planning and Design

Leveraging our multi-disciplinary expertise, Kleinfelder analyzed the opportunities, constraints, and potential benefits to the University. We then developed a comprehensive materials management plan and designed a new central services node beneath the new facility, with underground links to four separate buildings. The plan also accommodated a pedestrian “green” plaza above the new service area, while providing properly sized, functional support spaces for delivery, compaction, solid waste removal, truck turnaround, and emergency access for all buildings within the district.

Project Results

Kleinfelder’s solution resulted in improved safety functions and eliminated much vehicle traffic. Kleinfelder also produced aggressive waste management guidelines and facilitated recycling initatives; while increasing green space along the 36th Street Walk and improving overall environmental stewardship of the campus.
