Kleinfelder serves as a prime consultant on the City of Los Angeles’ Soto Street Bridge Removal project. This project includes the demolition of the 491-foot bridge, constructed in 1936, with approach spans that are cast-in-place concrete T-beams.


Seismically and Structurally Deficient

According to the Caltrans Bridge Inspection Report, the Soto Street Bridge is functionally obsolete due to inadequate vertical and horizontal clearances, insufficient curb-to-curb width to accommodate Average Daily Traffic volumes, and substandard bridge railings. The bridge was also determined to be seismically and structurally deficient.

A Cost-Effective and Right Solutions

As a first order of work, Kleinfelder mobilized within days to provide a detailed design quality control review and constructability review prior to bidding the project.  Initial bids were 28% below the engineer’s estimate. For construction, Kleinfelder will prepare shop drawing review, submittal review, RFI response, and stamp revised plans to be issued as an addendum during the bid phase, assuming responsibility for the design modifications only. We will augment the City’s construction management team by providing technical design support services during the project bid and award process, and we will provide construction engineering support services throughout the project–estimated to be approximately three years.

Project Results

The final project results will include demolition of the Soto Street Bridge, reconfiguration of Soto Street/Mission Road and the intersection of Huntington Drive South and Huntington Drive, construction of new signalized intersections, and construction of two new frontage roads with landscaped residual areas that to improve the aesthetic appearance and provide green space.
