Since February 2011, Kleinfelder has served as Environmental Compliance Manager (ECM) for the Eagle P3 Project, which is part of the Regional Transportation District’s (RTD) FasTracks program to expand light-rail throughout metropolitan Denver. Kleinfelder successfully managed this 35-mile commuter rail project, which is lined with environmental challenges.
Since the rail corridors travel through several cities and counties, compliance requires coordinating with multiple regulatory agencies, railroad operators, and the Denver International Airport. The multiple environmental responsibilities encountered include contaminated soils and groundwater, stormwater management, asbestos abatement, landfill remediation, and National Environmental Policy Act compliance. Kleinfelder is executing the field implementation of RTD’s material management plans, contractor management, and compliance documentation, while assisting with executing change orders.
As ECM, Kleinfelder is responsible for maintaining the compliance monitoring program and collecting proper inspection documentation. Additional environmental specialists identify environmental compliance issues, conduct required surveys and inspections, and deliver documentation based upon project permitting requirements.The Environmental Compliance Team’s (ECT) effective relationship with state and local jurisdictions, RTD, and the contractor has streamlined the permitting and compliance processes. Furthermore, Kleinfelder’s electronic data collection system provides environmental observation and inspection reports within 24 hours.
The ECT has kept pace with the single largest RTD FasTracks contract by utilizing quality trained professionals, progressive technology, and well-built connections. Kleinfelder’s understanding of Record of Decision mitigation, variances, and essential documentation for final project requirements has enabled construction to proceed on schedule.
