The Eagle P3 commuter rail project is part of the Regional Transportation District’s (RTD) FasTracks program to expand rail and bus transit throughout the Denver area. The single largest RTD FasTracks contract, this 35-mile, $2.1 billion project was completed and opened to the public in 2016.


Public-Private Partnership

This public-private partnership project carried a tight budget and aggressive construction schedule, as well as long-term operations and maintenance requirements. Private and federal funding created a complicated regulatory framework with a general public interface. The rail corridors travel through several cities and counties, which required coordination between multiple regulatory agencies, rail operators, and Denver International Airport. Environmental concerns included impacts to protected habitats and species, compliance with associated environmental permits, and managing unknown/known hazardous materials within the project corridor.

Efficient Oversight of Multiple Stakeholders

Charged with overseeing proper implementation of the Construction Quality Assurance and Environmental Compliance Program, Kleinfelder worked with program stakeholders, contractors, and regulatory agencies to maintain compliance with local, state, and federal regulations. Kleinfelder developed an electronic data collection system that provides environmental observation, inspection, and testing results within 24 hours.
