This project involved the complete renovation of 22 miles of existing rail corridor, 9.5 miles of additional passing track, and the addition of a 1.7 mile grade separated “Loop” to serve California State University, San Marcos. Kleinfelder helped lead this $288 million project by providing the construction deputy project manager, resident engineers, quality assurance inspectors, document and project controls personnel, and administrative staffing.
All 37 pre-existing grade crossings were completely rebuilt with new signal equipment per current California Public Utilities Commission (CPUC) requirements. There are 15 new stations, 13 of which have free public parking, one being two levels with an elevator, and all with intermodal bus connections (three major regional transit centers). The project also included a vehicle maintenance facility with a central dispatch and security center on the east end of the line.
Kleinfelder managed many varied facets of the project, including constructability reviews, coordination and assistance for the environmental permitting, and CPUC coordination for grade crossing permits. The project also involved civil infrastructure, such as excavation and embankment; installation of more than 150 drainage systems; construction of multiple retaining walls, cast-in-place and precast bridge structures, and new roadways; 31 miles of completely upgraded continuous welded steel rail guideway; reconstruction of local streets and driveways; and upgrades of 40 at-grade crossings.
The project was built while maintaining freight service on the weekends to customers at the east end of the line. The Kleinfelder construction management team worked closely with the NCTD, the contractor, and other project stakeholders to identify critical issues and devise alternative work plans weekly to keep the project moving.
