The General Chemical Richmond Works Facility was constructed in 1944 to serve neighboring Standard Oil of California Refinery, now known as the Chevron Richmond Refinery. Today, Chevron uses fresh acid as an alkylation catalyst and ships the spent acid back to the Richmond Works Facility via pipeline for regeneration.


Strict Regulations for Chemical Facility

The Richmond Works Facility is regulated by the Occupational Safety and Health Administration (OSHA) Process Safety Management (PSM) and the California Accidental Release Program (CalARP). Furthermore, the Contra Costa County – City of Richmond’s Industrial Safety Ordinance (ISO) requires regulated facilities to implement safety programs to prevent chemical accidents that could have a detrimental impact to the surrounding communities.

Maintaining Compliance and Safety

Since 2010, Kleinfelder has worked closely with General Chemical to ensure optimum facility operations while maintaining compliance with stringent regulations for chemical facilities. Specifically, we reviewed and updated 48 Standard Operating Procedures to ensure compliance; conducted audit of the facility’s PSM program for the sulfuric acid and high purity acid processes, identifying inconsistencies in process safety and providing improvement recommendations based on degree of risk; implemented a Mechanical Integrity Program with a three-level risk evaluation to ensure proper maintenance and operation; and conducted an investigation and analysis of seismic compliance, making recommendations for the facility’s vent stack guy support system.

Project Results

Employing its technical and management expertise, Kleinfelder provided one-stop-shop engineering services for the Richmond Works Facility, including PSM-related tasks and seismic engineering. Kleinfelder’s work helped meet the requirements and observations made during prior PSM audits, Contra Costa County Health Services visits, and PHAs for the facility.
