The Massachusetts Army National Guard (MA ARNG) is enhancing its training mission at the 1500-acre Massachusetts Military Reservation (MMR) on Cape Cod. The MA ARNG selected Kleinfelder to assemble its base master plan to help identify the most critical projects and optimal sites that will result in an effective strategy to secure future military funding.
Kleinfelder updated the base master plan by identifying preferred project locations, conceptual site layouts, conceptual building designs, cost, and scheduling for a variety of National Guard projects. These will support the Guard’s training and other missions that are critical to effectively fight the global War on Terror and enhance Homeland Security.
The MMR operates under a number of environmental and land use constraints, and a key element of the planning process was working within those site constraints and the National Guard Bureau’s space criteria. The master plan is a dynamic document, that will be updated over time as mission requirements and climate models change. Kleinfelder developed a “sieve” approach, where each prospective site is analyzed to see if it could support the mission in terms of its size, location, access, utilities, environmental constraints, and other relevant criteria.
Kleinfelder’s unique “seive” approach generated a shortlist of desirable sites for further consideration and testing with the facility space program. A notable aspect of the plan was consideration of the potential impacts of climate change on Cape Cod that will allow more robust and sustainable development.
