Project Description:

Kleinfelder was selected to provide inspector of record services for the Los Angeles County + USC Medical Center Replacement Project. In addition to inspection services, Kleinfelder has been providing quality assurance services. A project master plan for the medical center was completed in June 1998 and the project is currently in construction. The new complex will replace four existing hospital facilities on campus to provide a new tertiary-level medical center totaling approximately 1,500,000 square feet. The replacement project is composed of four distinct building components including a 600-bed inpatient tower, base isolated diagnostic/treatment facility, specialty outpatient clinic building and central plant. In addition, site preparation projects include the demolition of six existing buildings, utility relocations, hazardous materials removal, move transition and occupant relocations. This is one of Kleinfelder's largest projects in California with fees over $5 million to date and $1 million in backlog remaining. In addition, the State of California Hospital Seismic Upgrade Program requires multi-million dollar hospital seismic upgrade projects. These upgrades are being performed under the stringent building guidelines of the OSHPD. Specialized OSHPD certification is required for our inspectors.

Scope of Services
Kleinfelder extends its inspector of record services and quality assurance services for the project.

Client Issues

  • The project must comply with the stringent requirements and standards of the Office of Statewide Health Planning and Development (OSHPD), and is considered the largest hospital facility under construction in the nation.

Kleinfelder's Role
Kleinfelder's role is to help ensure construction meets the stringent building construction standards of the OSHPD. Kleinfelder excellence in achieving this role has in part resulted in the project being one the few public works projects of this size and complexity maintaining on-time and on-budget performance.

Client Benefits
The client has acknowledged the high quality of our project management on this contract, the overall quality of our inspectors and, in particular, our team's attention to detail, quality and safety. There have been no safety related incidents associated with Kleinfelder's role on this project.

Strict adherence to quality standards in construction management including document control has been a significant factor in maintaining project schedule and budget. Document control for this project has been consistently performed in an expedited manner to ensure OSHPD approval of documents can occur without construction delays.
