Project Description:

This project consists of construction of new lighting, border barrier, and roadway improvements along the US-Mexico border throughout the Yuma Sector of the US Border Patrol.

Initial construction consisted of lighting for approximately 2 miles of border roadway in the San Luis area south of Yuma. A total of 33 of 59 light poles were installed by a military unit deployed as a training mission, with the remainder to be completed by a future military construction deployment. Upcoming projects consist of additional lighting and roadway and border barrier improvements along approximately 120 miles of the Arizona border with Mexico.

Kleinfelder's role in these projects is to provide geotechnical engineering design and construction administration/quality control assistance to the project designers, the Border Patrol, and to the military constructor units deployed to complete the construction work. The geotechnical design elements of the projects consist of alignment studies to identify site soil and bedrock conditions relative to design of an appropriate all-weather roadway in support of the Border Patrol in their mission to secure the border. This includes identifying appropriate construction techniques and subgrade improvement methods along the alignment, which in many areas crosses extremely remote and rugged terrain. This work involves embankment construction, all weather aggregate roadway, lined and unlined drainage channels, inlet and outlet works for culverts, channel and embankment erosion protection, border barrier fencing, and investigation and remediation of potential soil and groundwater contamination, among other things. Slope stability and settlement potential of embankment fills are evaluated to develop recommendations for appropriate cut and fill slope angles, reinforced soil slopes, rock fall hazard reduction, and settlement mitigation measures for drainage structures.

In addition, appropriate roadway surfacing recommendations are provided for the alignment, including low water crossing locations. Recommendations are also provided for structure foundations and drainage facilities. During the construction deployments, Kleinfelder provides senior technicians on a full-time basis to perform quality control services during the various phases of earthwork operations and light pole assembly. This includes, but is not limited to, inventory control, mass grading, placement of engineered fill, embankment construction, utility trench backfill, base course and surface course placement, foundation construction, low water crossing construction, and light pole erection. Soils are tested for compliance with the project plans and specifications utilizing appropriate field and laboratory test methods such as gradation, plasticity index, and moisture-density relationship. Field density testing by nuclear and sand-cone methods is conducted on compacted soils and aggregate materials. Kleinfelder also tests concrete for slump and temperature at the time of placement, casts concrete cylinders for compression testing, and provides observation of reinforcement steel as needed. As light poles and fixtures are placed, all bolting and wiring connections are verified. Daily field reports are completed on site and faxed to pertinent project team members on a daily bases. Weekly summary reports are prepared detailing the activities occurring each week, and a summary construction report is prepared at the end of the project, which includes photographs documenting construction activities performed throughout the individual deployments. Kleinfelder also coordinates with Border Patrol personnel and military materials inventory individuals to document the approximate amount of materials delivered to and/or placed at the construction sites.
