Project Description:The Bureau of Reclamation has developed a long-range plan for the improvement of visitor facilities at Lake Berryessa. Included in this plan is an upgrade to the concession facilities as each of the current concession contracts expires. Since the 1950's, seven concessionaires have been authorized to provide services to lake visitors. The concessionaires occupy government land and their contracts are due to expire in 2009.
Kleinfelder was awarded a contract to perform a facilities condition and preliminary environmental assessment within the seven concession areas at Lake Berryessa.
After preparing a regulatory assessment and making the public aware of the project, our inspectors performed a field assessment of each permanent building at each resort. The assessment compared existing conditions to current construction codes, evaluated maintenance needs and estimated the system useful life.
Our multi-disciplined team of specialists assessed the wastewater systems, potable water systems, roads, parking lots, boat ramps, electrical systems, shoreline developments, and marinas (docks, slips and fueling systems) and miscellaneous permanent improvements. Each system was evaluated relative to building codes, good construction practices and maintenance needs.
Site-wide topographical maps, including upgrade of existing Reclamation mapping were prepared. Mapping was supplied to the economist, and two meetings were held with the economist to communicate engineering issues involved with potential future construction projects.
Environmental impacts to the area were evaluated, including hazardous materials used on site, alteration of shoreline and other habitats, and impact of illegal or leaking sewer systems.
Planning-level costs associated with the demolition and removal, replacement and/or rehabilitation of existing systems were prepared for the Bureau of Reclamation. This included improvements and unacceptable environmental conditions. A detailed database of findings was prepared and presented to the Bureau. This database organized all facilities, structures and infrastructure by individual concession area with preliminary indications of the facility condition and long-term serviceability.
Client Issues
- Reclamation must implement an orderly process to terminate the existing 50-year old concession contracts and prepare a request for proposal package for the procurement of new concessionaires. As part of this process, the condition of existing buildings, water supplies, sewerage, electrical systems, roads and other infrastructure needs to be quantified. In addition, existing impacts to the environment at the sites needs to be understood and restoration quantified.
Client Benefits This comprehensive facility condition and preliminary environmental assessment for the concession areas at Lake Berryessa will allow the Bureau of Reclamation to make important contractual decisions regarding keeping or removing improvements on a case-by-case basis, affording the lowest cost possible for the upgrade of concessions into the future.
