National Oil Recover Corporation (NORCO) Ingleside, Texas
Project Description:The abandoned Falcon Refinery site occupies 104 acres of land in San Patricio County, Texas, and is listed as an EPA Superfund Site. Historically, the in-active refinery operated intermittently and had a capacity of 40,000 barrels per day producing naphtha, jet fuel, kerosene, diesel and fuel oil. The site also includes pipelines leading from the refinery through wetlands to docking facilities at Redfish Bay. These pipelines transfer crude oil and hydrocarbons between marine barges and storage tanks at the refinery. At a time when the refinery was inactive, an operator leased the facility and brought in over seven million gallons of hazardous waste, which have required characterization and disposal.
Scope of Services Kleinfelder has developed an EPA approved Removal Action Plan, which includes the characterization and disposal of hundreds of hazardous drums and seven million gallons of hazardous waste. A Remedial Investigation (RI) work plan has been submitted and will be conducted to determine the nature and extent of any current or potential contamination, while identifying threats to both the public and the environment. A baseline risk assessment will then be conducted to determine whether remedial action is necessary. If remedial action is necessary, a Feasibility Study (FS) will be performed to evaluate alternatives to prevent, mitigate or remediate any releases or threatened release of hazardous substances, pollutants and contaminants.
Client Issues
- Because NORCO had never operated the refinery, the handling of environmental matters with federal, state and local agencies proved to be a greater challenge. Kleinfelder was able to assist NORCO in these efforts by securing the site, working plan development and implementation, community information distribution and coordinating public and project meetings.
