Project Description:

The Elizabeth Brownfield Redevelopment Project started in 1998 when feasibility studies were conducted to determine suitable areas for redevelopment. The Housing Authority of the City of Elizabeth (HACE) selected two main areas referred to as Westport Homes and Marina Village and a number of scattered sites. The goal of this redevelopment project was to take depressed areas and redevelop the areas into affordable residential housing. The HACE received a $32,000,000 Hope VI Grant for the redevelopment process.


Kleinfelder's Role
Kleinfelder assisted HACE in applying for and receiving $171,530 in funding for preliminary assessments, site investigation and remediation for the Westport Homes and the Scattered Sites Redevelopment Projects from HUD. Kleinfelder, then Powell-Harpstead, Inc., also assisted HACE in applying for and receiving $125,000 for environmental assessment and site investigations for the Marina Village Redevelopment Project from EPA’s Brownfield Program. Additional funds were obtained from the NJDEP’s Hazardous Waste Discharge Grant for remediation activities on Westport Homes and Marina Village Redevelopment Projects.

In 1997, Kleinfelder (then Powell-Harpstead, Inc.) was initially contracted by an architectural firm, Wallace Robert and Todd, to conduct a broad environmental assessment of the Elizabethport Area. This environmental assessment was followed with site-specific preliminary assessment and site investigation for Westport Homes. HACE then retained the firm to be their environmental consultant. As HACE’s environmental consultant, Kleinfelder was responsible for:

  • Preparing the environmental assessment and compliance funding for related HUD laws (form HUD4128)
  • Preparing Part 58 Environmental Reviews for the Westport Homes and scattered site project
  • Preparing preliminary assessments, EPA’s sampling and analyses plan (as required under the EPA’s pilot program, site investigation for Marina Village and scattered sites
  • Preparing remedial action work plans and specification
  • Preparing cost estimates in connection with the housing authority’s land value negotiations
  • Oversee remedial activities
  • Preparing final reports
  • Designing engineering controls
  • Assisting HACE in preparation of deed notices
