Project Description:The project involved a fast track ASTM Transaction Screen Process Phase I Environmental Site Assessment (ESA) of a former Hershey distribution facility located in New Kingston, Pennsylvania. The total deeded acreage for both parcels is 60.09 acres. Kleinfelder conducted the assessment to identify conditions that indicated either an existing release, a past release or a material threat of a release either onto the target property, into the soils or into the groundwater or surface water body. In addition, a cost/risk analysis was also required weighing the potential financial and regulatory liability that could be incurred by Cadbury if the property was secured. The contract required a 48-hour turnaround of the preliminary historical records check and site reconnaissance as well as continuous communication with the client and the client’s legal representatives effecting the transaction.

- To facilitate the purchase of the distribution facility from Hershey, Cadbury required an accelerated assessment of the site as well as potential regulatory and financial liability
Client Benefits As a result of the work conducted, Cadbury Schweppes was able to negotiate the asking price of the property down $180,000 and was able to secure additional funds from Hershey in an escrow account to address identified potential areas of concern.
