Arkansas River Power Authority Lamar Power Plant in Lamar, Colorado
Project Description:Kleinfelder was contracted by Arkansas River Power Authority to provide air permitting support for a proposed repowering project that involves the installation of a new coal-fired boiler, condensing steam turbine, auxiliaries, and material handling systems at the existing Lamar Power Plant in Lamar, Colorado. The proposed repowering would increase the capacity of steam generation at the facility from 25 MW to approximately 44 MW gross.
Client Issues The timing of the project was a key issues revolved around PSD and NSR determinations since the facility is located in a PM-10 non-attainment area that is undergoing redesignation to attainment status. Due to recent operational decreases in the existing unit caused by a sharp increase in natural gas prices, the lookback period for assessing actual contemproanious and creditable emissions became an issue. Due to changes to the proposed design of the new unit, obtaining emission data and conducting a BACT assessment became a complex process. Finally, assessing the offsite emission impacts became an issue due to specific requirements requested by the Federal Land Manager, including the approach for assessing acid deposition and visibility impacts on nearby sensitive Class II areas and National Parks.
