Project Description:

The largest natural gas fired power plant in the United States, Panda Gila River Power, owned by the Tampa Electric Company, had undergone initial stack performance testing following initial operation. In order to meet regulatory compliance deadlines, the regulatory agency had to complete a technical review of the test data within an extremely short timeframe. Kleinfelder beat out the competition and was retained to provide highly technical review on an accelerated schedule.

Kleinfelder was the prime consultant for this project. Staff was utilized from the Colorado Springs, Salt Lake City and Phoenix offices. Additionally, CCI Environmental was hired as a sub-consultant to support the efforts. The major benefit that Kleinfelder brought to this project was the ability to pull together the necessary resources and provide a strong dedicated team effort to meet the regulatory deadline. Due to Kleinfelder's success on this project, the company name was provided as a recommended consultant. Kleinfelder was then contracted for a facility-wide air compliance audit for another power plant owner.

Client Issues

The key issue of this project was the timeframe in which the technical review had to be conducted for the stack testing data for four separate power blocks, each having two stacks, totaling eight stack tests. In order to facilitate a review of this level, Kleinfelder had to provide a strong knowledgeable team dedicated to supporting the project.
