Charles Larson Authors Article for U.S. Water News PDF Print E-mail

Charlie Larson, P.E., hydrology/hydraulics engineer with Kleinfelder’s Surface Water Resources Program, authored an article titled, “Diverting the Mighty Colorado; Endangered Fish Find Safe Passage Around Historic Dam,” and published to the August issue of U.S. Water News. Teaming with Kissner GC, Larson’s article discussed Kleinfelder’s project to provide professional design services for a diversion channel around a 325-foot-wide existing low-head concrete dam on the Colorado River near Palisade, Colorado. The entire Colorado River had to be diverted around the existing dam utilizing an abandoned filled-in canal and headworks to provide a dry working environment for the 600-foot-long fish ladder and repair to the river bottom downstream of the dam resulting from decades of scour.

Plenty of challenges were encountered during design and construction, including the discovery during excavation of an existing 19-foot-high stacked rock wall just downstream of the headworks that could not be removed due to encroachment into a Union Pacific Railroad ROW. Stability analyses of the existing rock wall were performed, a shoring system design for the wall was fast-tracked, and major design modifications using a new Redi-Rock MSE wall were completed in two weeks to prevent significant construction delays.

Larson specializes in surface water hydrology, open channel hydraulics, civil design, and spreadsheet and computer modeling for both engineering and financial applications. His activities during the past 25 years have been devoted primarily to dam safety evaluations, preliminary and final design of flood control improvements, drainage basin master planning and floodplain delineation studies, railroad bridge replacement analyses, site feasibility studies, and financial analyses for stormwater management utilities.

Larson earned his bachelor’s degree in civil and environmental engineering from Utah State University, his master’s in civil engineering at the University of Texas, and his master’s degree in finance from the University of Denver. Larson is a registered Professional Civil Engineer in Colorado, Texas, and Oregon, and is a member of the Association of State Dam Safety Officials and the United States Society on Dams.
